FABULOUS JOSEPH RIBKOFF vintage label geometric design border print dress.  The top is mini accordian pleats with stand up collar and open slit front neckline.  Puffy short sleeve with elastic cuff adds to the fantastic design.  Elastic waist has gathers that fall open to reveal the geometric border print design.  The fabric is a stretchy knit, probably made from polyester - there is no material content tag.
